No Longer Pay Multiple Application Fees (With Participating Landlords)

In California, landlords may choose to accept a Reusable Tenant Screening Report (RTSR) under AB 2559 (Civil Code § 1950.1). Landlords who opt in must post notice of that acceptance — and once they do, they cannot charge you an application fee or a fee to access your report if you provide a qualifying RTSR.

The Math of Moving Smarter

Most successful renters apply to at least 5 properties before securing their next home.

  • The Traditional Way: 5 Landlords × 5 Mandatory Reports (*$65+ each) = $326.00+
  • The Portable Way: 5 Landlords × 1 Reusable Report = $59.95
  • Your Immediate Savings: $260

Pro Tip: In highly competitive markets where you may need to apply to 10+ properties to secure a lease, an RTSR saves over $590 in application fees with participating landlords — while keeping you first in line.

I am very thankful for Reusable Tenant Screening! The platform has saved me a whole bunch of time, effort, and money. Also I am thankful for the access to my reports ... Credit, etc. all in one place with easy access. The layout of the screening report is easy, as well. I will make sure to pass this along to other friends, family, and neighbors that are searching for their next home.

As a military family, applying for rental properties is time consuming and stressful. Using this application streamlines the process. Also, as someone who isn't tech savvy, the website is easy to use.

Great and extremely convenient tool! Paying one time for a 30-day reusable report that can be shared with 100+ landlords or property managers was a huge value and time-saver while hunting for our next apartment. The platform is easy to use, and support is quick and helpful. Highly recommend.

I’m so happy that we were able to find this site due to our process of trying to find a residence to rent. Using this is very helpful and good resource to use so that fees for applications fo not have to be administered when applying. Those fees could cost up to 300 dollars and more. I recommend using this source. It’s very helpful.

We have been searching for a service like this for a long time. Very happy to have found it and impressed with how easy it was. Will recommend to anyone looking for housing.

The Speed to Lease: Be "Approval Ready" Before You Tour

In California’s most competitive rental markets — from the coastal demand of the Bay Area, to the fast-moving Los Angeles and San Diego metros, to the growing Inland Empire and Sacramento markets — the best properties move in days, not weeks. If you’re waiting 48+ hours for a new background check every time, someone else is already signing the lease.

The “Get Ahead” Advantage:

  • Zero Wait Time: Traditional screenings take days to clear. With your RTSR in hand, you’re “Approval Ready” the moment you find the right property and a participating landlord.
  • Skip the Line: While other applicants are just starting their paperwork, you’re handing a participating landlord a verified, state-compliant screening report on the spot.
  • Beat the Competition: In a market where 10+ people are eyeing the same property, the renter who’s ready wins.

Know Your Rights: 100% California State Law Compliant

Under Assembly Bill 2559 (AB 2559), codified at California Civil Code § 1950.1, effective January 1, 2023:

  • Opt-In, Not Mandatory: California landlords may elect to accept reusable tenant screening reports. The law does not force every landlord to participate — but landlords who do opt in must follow strict rules once they do.
  • No Double-Dipping on Fees: If a landlord has opted in and you provide a valid RTSR, that landlord cannot charge you an application screening fee or a fee to access the report.
  • 30-Day Validity: Your report must have been issued within the last 30 days to qualify — RTSR keeps your report fresh and ready to share the moment you need it.
  • Required Notice: Landlords who accept RTSRs must clearly disclose that acceptance in four places: on every online listing, on their website, on the application form, and at the physical leasing office.
  • Your Right to Review: You have the right to review your report for accuracy and dispute any errors directly with the screening company.
  • Penalties for Non-Compliance: A landlord who violates the requirements of AB 2559 can be held liable for damages up to $2,500, plus court costs and attorney’s fees.

Common Questions About Reusable Reports

The information below is based on California House Bills 23-1099 and 25-1236.

No. Under AB 2559, California landlords may choose whether to accept reusable tenant screening reports. If a landlord has opted in — which they must disclose publicly — they are required to accept a valid RTSR in place of running their own screening and cannot charge you an additional fee.

If the landlord has opted in to accepting RTSRs and your report is valid (issued within the last 30 days), they cannot charge you an application screening fee or a fee to access your report. If a landlord hasn’t opted in, standard application fee rules under Civil Code § 1950.6 still apply.

If a landlord has publicly opted in to accepting reusable reports (per the required notice on their listings, website, application, and leasing office) but still charges a fee or refuses a valid report, they may be liable for damages up to $2,500 plus court costs and attorney’s fees.

Yes. Your report is generated through TransUnion™, a National Credit Reporting Agency, and delivered through a secure, encrypted, tamper-proof platform.

Yes. California law prohibits landlords from denying an applicant, or advertising against applicants, based on their source of income — including Section 8 Housing Choice Vouchers — since January 1, 2020. A landlord can’t refuse to rent to you, or refuse to participate in the voucher program, simply because part or all of your rent will be paid by a subsidy.

$65 Per Report Estimate: This figure is based on the 2025 California market average, where application fees are capped under Civil Code § 1950.6 at approximately $64.50–$65.37 per applicant, adjusted annually for the Consumer Price Index (CPI). Actual fees and savings may vary by property. Acceptance of reusable tenant screening reports is voluntary for California landlords under AB 2559 (Civil Code § 1950.1); RTSR ensures your report meets all legal requirements so that participating landlords can accept it fee-free.
